From 8:00 a.m. on Aug 25, 2026 until fixed: card reading fails on some Android phones; 7 procedures must be filed on paper
On August 25, 2026, the Japan Pension Service announced that the release of the "Myna App" the same day has caused errors in Nenkin Net e-filing. Partway through an online application the screen switches to the Myna App, and at the point where the My Number Card must be scanned, some smartphones fail to read it. Until now, scanning the card within Nenkin Net completed identity verification and the procedure went through in one sitting. Since 8:00 a.m. on August 25, affected devices stop at this verification step and the application cannot be completed. As of August 25 the confirmed devices are Google Pixel running Android 16 and Android 17, and galaxy running Android 16. Seven e-filing functions are unavailable: the National Pension premium direct-debit application (and refund transfer method) form, the direct-debit withdrawal form, two old-age pension claim forms (first-time claim / already receiving before age 65), the Pensioners' Support Benefit claim form (postcard type), the pension receiving institution change form, and the declaration of dependents for public pension recipients. The agency asks users to file on paper until the system error is resolved.
The biggest impact for foreign residents is that e-filing—which lets you avoid a counter visit and keeps Japanese-language interaction to a minimum—is temporarily unavailable. If you are newly applying for direct debit of National Pension premiums, or changing your pension receiving account after a move or job change, you must obtain a paper form, fill it in, and submit or mail it to a pension office. The paper forms are in Japanese, so there are more details to check, such as how to write your name and address. Because the confirmed devices are the newer Android versions on Pixel and galaxy—phones widely used in Japan—if you own one, plan for a paper procedure from the start and factor in pension office weekday hours and mailing time. In particular, the declaration of dependents has a filing deadline, so file it on paper rather than waiting for the fix.
From Nov 1, 2026, tax-free shopping changes to refund system. Pay 10% tax at stores, get refund at airport.
From October 2026, input tax credit from tax-exempt businesses reduced from 80% to 70%. Affects foreign freelancers, sole proprietors, and businesses dealing with exempt vendors.
Japan's National Pension childcare premium exemption starts in October 2026. From September 11 the Japan Pension Service chatbot answers questions on who qualifies and how long the exemption runs — useful for foreign residents paying premiums themselves.
