English, Indonesian and Vietnamese versions on the Immigration Services Agency website (system starts April 1, 2027 as planned)
The Organization for Technical Intern Training (OTIT) has announced that introductory videos on the Ikusei Shuro (Employment for Skill Development) system are now public in English, Indonesian and Vietnamese. The videos themselves are hosted on the Immigration Services Agency (ISA) website, reachable from the link in OTIT's notice. Ikusei Shuro was created by a legal revision as a new residence system replacing the Technical Intern Training Program, and is scheduled to start on April 1, 2027. Although the system has not started yet, OTIT is publishing preparatory materials step by step: guidance on "pre-effective-date applications" for supervising and support organization licences and for Ikusei Shuro plan approval (updated July 10 and September 8, 2026 respectively), how to pay application fees, bilateral Memoranda of Cooperation (MOC), the list of sending organizations accredited by foreign governments under Ikusei Shuro, an FAQ (updated August 5, 2026), and notice that extra licensing criteria apply in the care, industrial product manufacturing, automobile maintenance, logistics/warehousing and fishery fields. These are document-heavy and slow to digest, so the videos are offered as an entry point for grasping the whole picture in your own language. Only three languages were announced — English, Indonesian and Vietnamese; no Chinese or Korean version is included in this notice.
Until now most Ikusei Shuro information existed as Japanese-language documents, making it hard for candidates abroad to grasp the outline of the system. With videos in their own language, candidates can check the official explanation themselves instead of relying only on a sending organization or broker — which matters most when what you were told differs from the official version. If you are currently in Japan as a technical intern trainee, the rules applying to you now are those of the existing Technical Intern Training Program; Ikusei Shuro is scheduled to start on April 1, 2027. Use the video to work out whether your period of stay and next renewal fall under the current or the new system, and confirm anything unclear through OTIT's native-language consultation service. For accepting companies and supervising organizations, pre-effective-date applications are already open and some fields carry extra criteria, so sharing the video for the overall picture and then reading each field's operational policy and notice is the practical order.
