📱 Myna Portal App Becomes the New "Myna App"

From August 25, 2026 — merged with the Digital Authentication App into a single gateway for online government procedures

What Is Changing?

On August 25, 2026 the Digital Agency began offering the smartphone app for "Myna Portal" — the online gateway to government services — under the new name "Myna App". It combines two apps that used to be distributed separately: the Myna Portal App and the Digital Authentication App used for identity verification. Until now, even procedures that relied on the My Number Card could launch different apps depending on the service, so users had to keep both. After the merge, card reading and login sit behind a single entry point. On August 28, 2026 the agency published the launch notice and an FAQ for the Myna App, and also announced that the passport application screens have been made easier to use. The range of functions is unchanged: online procedures such as moving out (submitting the moving-out notification and booking a visit for the moving-in notification), birth registration, childcare-related applications, passport applications, disaster damage certificates, and linking to e-Tax for the final tax return — plus viewing your own records for health insurance status, prescribed medicines, medical expenses, driver's license (Myna driver's license), pension, vaccination history and your registered public payment account.

👥 Who Is Affected?

  • Foreign residents with a resident registration who hold a My Number Card
  • Anyone who already has the Myna Portal App installed (it updates to the Myna App)
  • People who were using the Digital Authentication App for identity verification
  • Those who want to handle moving, birth registration or passport applications without visiting a counter
  • Those who want to check insurance status, medicines, medical expenses, pension records or their public payment account online

🌏 Impact on Foreign Residents

The less confident you are handling a counter conversation in Japanese, the more valuable a procedure that finishes entirely online becomes, and merging the apps removes the question of "which app am I supposed to open?". In daily life, students and transferees who move often can submit the moving-out notification from a phone, and post-birth applications or a disaster damage certificate can also be filed online. Even if you do not hold a Japanese passport, the records of medical expenses, medicines and vaccinations help you explain your history when you change hospitals, and checking your pension record matters when you think about future benefits or procedures before leaving Japan. Registering a public payment account means you no longer have to write in bank details or attach a copy of your passbook when receiving benefits, child allowance or an income tax refund. Note that the card itself and the electronic certificate in its IC chip have separate expiry dates, so check both to avoid being locked out of login.

💡 Key Points to Remember

1Since August 25, 2026 the Myna Portal App has been updated to the Myna App — check your app store to make sure you are on the latest version.
2The passport application screens were improved on August 28, 2026; for applying from within Japan, follow the guidance from the Ministry of Foreign Affairs and Myna Portal.
3Adding your My Number Card to your smartphone (iPhone and Android are both supported) makes logging in to Myna Portal and getting certificates at convenience stores much easier.
4Using your card as a health insurance card requires a one-time registration. There are three ways: the face-recognition card reader at a clinic or pharmacy, Myna Portal, or a Seven Bank ATM — and you can register even if you hold a qualification confirmation document.
5The card itself is valid until your 10th birthday after issuance if you were 18 or older when it was issued, or your 5th birthday if under 18. The electronic certificate is valid until your 5th birthday after issuance regardless of age, and each needs its own renewal.
6Registering a public payment account prepares you to receive emergency benefits, pension, child allowance and income tax refunds smoothly; a special scheme using your pension transfer account also started in August 2026.
7With proxy settings, a family member can use the services on your behalf.
8If you hit digital trouble — a pop-up claiming your computer is infected, or an investment pitch on social media — call the Consumer Hotline at 188.
