Three sessions from April 21, 2026 — materials and summaries from an international association, a researcher, and a Vietnamese community
The Immigration Services Agency (ISA) has published the FY2026 (Reiwa 8) round of its "stakeholder hearings on immigration and residency administration" on the policy information (councils and committees) section of its website. In these hearings the agency listens directly to support organizations, researchers, and foreign communities, then posts the presentation materials and a summary of results as PDFs. Three sessions are listed so far: (1) April 21 — the Chiba City International Association (two PDFs: materials and summary); (2) May 11 — an associate professor of the Faculty of International Studies, Ryukoku University (古地順一郎准教授) (summary PDF); (3) June 25 — a Vietnamese community (summary still being prepared). Until now, the direction of immigration administration has reached the public mainly through agency documents such as the Basic Plan and the Comprehensive Measures for Acceptance and Coexistence of Foreign Nationals. These hearings differ in that they open up the stage before those documents — who raised which issues with the agency, in their own words. It is not a help desk for individual cases, but a window into how policy input is gathered.
What is published are meeting materials and result summaries, so reading them will not change any residence card procedure. The value is different: you can see whose voices the ISA is currently listening to. For FY2026 the list pairs a local international association (Chiba City), an academic researcher, and a Vietnamese community — including one session that took input directly from a community whose members often come to Japan under the Employment for Skill Development or Specified Skilled Worker systems. That is useful context if you organize or support a community. At the same time, this is not a remedy channel for individual cases. Denied applications, workplace or housing trouble, and everyday problems go to the Foreign Residents Support Center (FRESC, 0570-011000) or the consultation desk of your regional immigration bureau. Policy opinions can be submitted through the agency's opinion box for coexistence measures. Treat reading, consulting, and submitting opinions as three separate doors.
From June 2027, mid-to-long-term foreign residents who chronically default on national health insurance or pension premiums and ignore payment guidance will, in principle, be denied residence status renewal or change. Municipal and immigration systems link in FY2026 to reflect arrears automatically.
From April 2027, "Technical Intern Training" abolished, replaced by "Training Employment". 2026 is preparation period. N5 Japanese required, voluntary transfers allowed, can transition to Specified Skilled Worker (i) after 3 years.
