❓ What's changing?

On August 31, 2026, the Japan Pension Service (JPS) announced that pension claim reviews may take roughly one to two weeks longer than usual because municipalities are upgrading their systems in stages. To review a pension claim, JPS must confirm the applicant's residence registration (juminhyo) data and income data held by the city, ward, town or village. Those municipal systems are being replaced one after another under the Digital Agency's program to unify and standardize the core business systems of local governments, so retrieving that information can take longer than before. What changes is only the processing time. The pension system itself, the types of pensions you can claim, the eligibility rules, the amounts and the required documents are all unchanged. Because the upgrades are rolled out municipality by municipality rather than nationwide on a single date, whether you are affected — and how long the wait is — depends on when you file and which municipality you live in. JPS presented this as a notice asking for understanding; it does not indicate any extra step that applicants must take.

🌏 Impact on foreign residents

Foreign residents registered in Japan who claim a Japanese pension can face the same delay. Pay particular attention if your departure date or the expiry of your period of stay is already fixed: an extra one to two weeks can mean the decision notice or the first payment does not arrive before you leave Japan. To avoid documents arriving after you have gone, keep your address, contact details and receiving bank account up to date and report any change promptly. Because residence registration data is used during the review, failing to file a change-of-address notification at your city or ward office after moving can slow the check further. Note that nothing is added to the procedure itself and no extra documents are required, so there is no need to rush to prepare more paperwork. If your schedule leaves little room, consult a pension office (nenkin jimusho) early and ask what to expect in your case.
