Free debt consultations nationwide, Sept–Dec
It is an intensified period of debt-problem consultations jointly hosted by Japan's FSA, the Japan Federation of Bar Associations, the Japan Federation of Shiho-Shoshi (Judicial Scriveners) Associations, and the Japan Legal Support Center (Houterasu). From September to December 2026, prefectures, local bar and scrivener associations, small-business groups and Local Finance Bureaus jointly hold free consultation sessions for consumers and business owners, including extended hours at standing windows and phone consultations. It has run annually since fiscal 2008 as part of measures to protect borrowers.
Even if you are anxious about consulting in Japanese, many windows are free, and Houterasu offers free legal advice and a system to advance attorney or scrivener fees if you meet income conditions. Leaving debt unaddressed can affect your daily life and even your residence. Solutions such as voluntary arrangement, civil rehabilitation and bankruptcy exist, and consulting an expert early makes rebuilding your life possible. Your consultation is confidential, and simply seeking advice does not harm your residence status.
